Three grain ships a day docked at Indian ports and the wheat went straight from the hold to the plate. The people who ended that, in under a decade, were not diplomats. They were plant breeders in Delhi and farmers in Ludhiana.
In 1966, by President Johnson’s own account, the equivalent of two fully loaded ships had to dock at an Indian port every day of the year. The wheat did not go into a warehouse. There was no warehouse worth the name. It went from the hold onto trucks and trains and into people, often within the week.
India had a phrase for that arrangement. Ship to mouth.
On 30 March 1966, President Lyndon Johnson sent a special message to the US Congress asking for emergency food aid. India, he told them, needed at least 11 to 12 million tonnes of imported grain that calendar year. Not since the Dust Bowl of the 1930s, he said, had there been a greater farming disaster.
Now skip forward. In 2024-25 India harvested 357.73 million tonnes of foodgrain, including 150.18 million tonnes of rice and 117.94 million tonnes of wheat. It has been the world’s largest rice exporter for over a decade, shipping around 25 million tonnes a year, close to 40 percent of all the rice traded on the planet.
Nobody gave India that. This is who earned it, and what the bill looked like.
Two monsoons that did not arrive
The rains failed in 1965. Then they failed again in 1966.
Foodgrain output fell by about a fifth in a single year, from roughly 89 million tonnes in 1964-65 to around 72 million. Bihar and eastern Uttar Pradesh were hit hardest. Relief work and imported grain held the dying below what people feared.
The Bengal famine of 1943 had killed around three million people and was still inside living memory. So was the older pattern: grain leaving Indian ports while Indians starved. A country twenty years into independence was again waiting on somebody else’s ships.
Food as a bargaining chip
The aid came through PL-480, the American law that let India buy surplus US grain and pay in rupees. On paper, generous. In practice, leverage.
Johnson kept India on what his staff called a short tether: shipments approved in small batches, renewed only when Delhi behaved. In 1966 Indira Gandhi publicly criticised the American bombing of North Vietnam, and grain approvals slowed.
That is what Indians of that generation remember with a particular sting: not the hunger alone, but a foreign policy priced in shiploads of wheat.
Whatever else the Green Revolution was, it began as a decision that this would not happen twice.
The short wheat that changed everything
The fix started with a plant that was too tall.
Traditional Indian wheat grew long and thin. Feed it fertiliser and it did exactly what you would not want: it put the extra energy into stem, grew taller, then fell over under the weight of its own grain before harvest. Farmers call that lodging. So there was no point buying fertiliser, and little point in most of the other improvements either.
Norman Borlaug, working in Mexico, had bred wheat that solved this. Semi-dwarf varieties, meaning short and stiff-stemmed rather than tall, could take heavy fertiliser and irrigation and put the gain into grain instead of straw.
M.S. Swaminathan, then a young geneticist at the Indian Agricultural Research Institute in Delhi, went looking for it and invited Borlaug over. By late 1963, about a hundred kilograms each of four Mexican strains, Sonora 64 and Lerma Rojo 64A among them, were in trial plots at Delhi, Ludhiana, Kanpur, Indore, Pantnagar and Pusa.
The first harvests were good enough that Swaminathan pushed the seed into real farmers’ fields the very next season instead of another decade of trials. Wheat output went from about 12 million tonnes to about 23 million tonnes in four crop seasons.
Rice followed. The International Rice Research Institute in the Philippines released IR8 on 28 November 1966, a semi-dwarf cross between a Taiwanese dwarf and a tall Indonesian variety. It reached Indian fields in 1967, where an Andhra Pradesh farmer, Nekkanti Subba Rao, grew it to show his neighbours what it could do.
The half of it that was not science
Seed alone does nothing. A farmer who plants an unfamiliar variety is gambling with his family’s only income.
So the state built the rest of the bet. In January 1965 India set up two bodies: the Food Corporation of India, to buy grain from farmers, and the Agricultural Prices Commission, to set the price it paid. That price became the minimum support price, a floor guaranteed in advance, so a farmer who grew more could not be ruined by the glut he helped create. What the FCI bought became the buffer stock, a reserve held against the next bad monsoon.
Around that came fertiliser supply, cheap credit, rural electricity and a wave of tubewells pulling irrigation water out of the ground.
And the institutions that made the science Indian rather than borrowed. The Indian Council of Agricultural Research ran coordinated wheat and rice improvement projects nationwide; the new state agricultural universities trained the breeders and field officers. Mexican wheat was the starting material, not the endpoint. The varieties that actually covered India’s fields, Kalyan Sona and Sonalika among them, were selected, tested and released here out of that Mexican material.
The farmers who went first
The gains landed first and hardest in Punjab, Haryana and western Uttar Pradesh, because that is where the canals, the tubewells and the credit already were.
Easy to read that as luck. It was also nerve. Somebody had to be the first man in his village to tear out a variety his family had grown for generations, buy fertiliser he had never needed, and trust that the promised price was real.
They were right, and India has leaned on them ever since. In the 2024-25 wheat season, Punjab and Haryana alone supplied close to three quarters of all the wheat bought for the central pool.
What the harvest cost
Here is the part the anniversary speeches skip.
The water. Punjab’s paddy fields are drinking an aquifer that cannot refill fast enough. In the Central Ground Water Board’s 2023 assessment, 114 of Punjab’s 150 blocks were over-exploited, meaning more water is pumped out each year than goes back in. Statewide extraction ran above 150 percent of recharge; Haryana was at about 136 percent, with 88 of 143 units over-exploited. In parts of Punjab the water table drops a metre a year and the tubewells chase it deeper.
The soil and the inputs. Decades of the same wheat and rice rotation, fed by the same fertilisers, have left soils tired and yields needing more input for the same output. The subsidies keep rewarding the two crops that drink the most water.
The air. Combine harvesters leave hard paddy stubble, and farmers have about three weeks to clear it before sowing wheat. Punjab produces roughly 20 million tonnes of paddy residue a year and burns a large share of it. On the worst November days, those farm fires have made up more than 40 percent of the fine particle pollution choking Delhi.
The unevenness. The revolution went where the water and the capital already were. Rain-fed eastern and central India got far less. Pulses and coarse grains, the crops poorer households actually ate, lost acreage to wheat and rice for decades, and larger farmers with the means to buy pumps and fertiliser took most of the surplus. A national success story can still be a local sorting of winners from losers.
A full granary is not a fed child
Now the fact that should stop any victory lap.
India exports rice to more than a hundred countries. It also has some of the worst child nutrition indicators in the world, and the most recent numbers show real progress on one measure and none at all on the others. In the National Family Health Survey of 2023-24, 29.3 percent of Indian children under five were stunted, meaning too short for their age from long-term undernutrition. That is down from 35.5 percent in the previous round, which is a genuine gain. But 19.0 percent were wasted, too thin for their height, essentially unchanged, and 31.8 percent were underweight, also flat. The survey dropped blood testing for anaemia this round, so there is no comparable new figure; in 2019-21 it found 67.1 percent of young children and 57 percent of women aged 15 to 49 anaemic.
Per person per day, net foodgrain availability has barely moved in sixty years: around 469 grams in 1961 and about 515 in 2021-22. Roughly 81 crore Indians still get free or subsidised grain from the state.
Say it plainly. Food security at the national level is not nutrition security in the household. A country can hold the world’s largest grain stocks and still send close to a third of its children to school too short, and stop measuring how many of them are anaemic. Grain in a Punjab godown does not turn into iron in a child’s blood in Jharkhand by itself. That takes income, clean water, sanitation, diet variety and health systems, none of them finished.
The point, earned
For two hundred years this land was described from outside as a place that could not feed itself. Famines were filed under fate, or monsoon, or overpopulation, while grain moved out through the ports and revenue was collected from villages burying their dead.
Then, in about ten years, the same land started growing more food than its own people could eat.
It was not charity that did it, and it was not the Mexican seed by itself. It was Indian scientists who went looking for that seed and rebuilt it for Indian soils, Indian institutions that guaranteed a price and bought the surplus and trained the next generation of breeders, and Indian farmers who took the risk first, before anyone could prove it would pay.
They earned the granary. The bill for how it was filled is still coming due, in Punjab’s falling water table and in the anaemia figures, and paying it honestly is the unfinished half of the job.
But the ships stopped coming. Nobody gets to hold that over India again.
