The Ministry of Personnel told the Lok Sabha on 5 August 2026 that the iGOT Karmayogi platform had more than 1.70 crore registered users and over 5,600 courses, up from 1.51 crore users and about 4,400 courses in March. The Capacity Building Commission's Lucknow workshop then turned to the training institutes behind those courses.
The iGOT Karmayogi platform, the online learning portal of Mission Karmayogi, had more than 1.70 crore (17 million) registered users and over 5,600 courses in 23 Indian languages when the Ministry of Personnel gave its latest official count in a written Lok Sabha reply on 5 August 2026. On 23 October 2026, in Lucknow, the Union Minister of State for Personnel, Jitendra Singh, again put national registration at approximately 1.7 crore at a workshop of the Capacity Building Commission, where officials from eight states and four Union Territories met for two days to plan how government training institutes should serve those learners.
Both numbers come from the Press Information Bureau’s releases of those dates. The August reply is the most recent national count we could open as of 5 November 2026.
What Mission Karmayogi is
The Union Cabinet approved the National Programme for Civil Services Capacity Building, called Mission Karmayogi, on 2 September 2020. The government’s release said the aim was to move training from “rule based” to “role based”, meaning that an official learns what the post demands rather than only what the rulebook says. It set up four bodies: a Public Human Resources Council chaired by the Prime Minister, an expert Capacity Building Commission, a not-for-profit special purpose vehicle to own and run the iGOT Karmayogi platform, and a coordination unit headed by the Cabinet Secretary.
The Cabinet note put Rs 510.86 crore over the five years from 2020-21 to 2024-25 towards covering around 46 lakh central employees. It also said the platform could extend training to more than two crore officials. The release described a trial run during Covid, in which more than 12.73 lakh health workers completed 17.66 lakh courses within three months.
How the platform grew in 2026
A Lok Sabha reply of 11 March 2026 gave the position as of 6 March: more than 1.51 crore users onboarded, over 4,400 courses, and more than 7.7 crore course completions. The reply of 5 August counted more than 1.70 crore registered users and over 5,600 courses. That is about 19 lakh more users and 1,200 more courses in five months. The August reply did not repeat the all-course completion total, so the two replies cannot be compared on completions.
The August reply listed what the 5,600 courses cover: domain, functional and behavioural competencies. Of them, 1,433 are in Hindi and other Indian languages. A set of 218 courses covers artificial intelligence and emerging technologies, including AI in education, agriculture, public health, office work, AI security and cyber security. Those courses have drawn more than 7.3 crore enrolments and more than 3.35 crore completions. The platform also carries AI tools named iGOT AI Tutor, iGOT AI Sarthi and AI-CBP Tool for personalised learning and course suggestions, and gives subtitles and transcripts in 11 major Indian languages, a language effort that sits alongside the one described in our piece on Bhashini and AI4Bharat.
Learning that counts towards an official’s record
From the reporting year 2025-26, according to the August reply, all Central Government employees and officers of the All India Services (the IAS, IPS and Indian Forest Service, which our explainer on the civil services describes) must complete prescribed courses on iGOT every year. Those completions are recorded in their Annual Performance Appraisal Reports. The Ministry’s own description of this is that it links capacity building to human resource management.
The March reply added two other features. Karmayogi Bharat, the company that runs the platform, has been recognised by the National Council for Vocational Education and Training as an awarding body, and iGOT offers approved qualifications in public policy, AI-led digital transformation, public governance and administration. Courses on the three new criminal laws had drawn more than 33 lakh employee enrolments.
The states on the platform
The August reply said all Union ministries and departments and all states and Union Territories have been onboarded, and that Karmayogi Bharat and the Commission have signed tripartite agreements with 30 states and Union Territories (the March reply counted 29). For Odisha, the reply gave 4,31,725 officials onboarded and 31,72,167 course completions. The Guwahati workshop release of 9 October 2026 gave Assam’s numbers: 5,42,406 officials onboarded, 4,14,693 of them active users, with 4,02,508 course completions and 59 courses in Assamese. At Lucknow, the minister said more than 19 lakh officials and employees from Uttar Pradesh had registered. He pointed to yoga and artificial intelligence as popular courses there, calling the pairing an example of traditional knowledge and modern technology advancing together.
The Lucknow workshop of 23 and 24 October
The Capacity Building Commission held the workshop with the Uttar Pradesh government. It was the third of four regional workshops in a series called Sadhana Shrinkhla, a name the Commission expands as Strengthening Adaptive Development and Humane Aptitude for National Advancement. The first took place in Vijayawada on 29 and 30 September 2026 and the second in Guwahati on 9 October. The Lucknow meeting brought senior officials from Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan, Uttarakhand and Uttar Pradesh, and from Chandigarh, Delhi, Jammu and Kashmir and Ladakh, along with heads of training institutes. The release announcing it called it the widest range of administrative settings in the series so far.
The agenda had four parts: institutional governance and leadership, collaboration between institutes, faculty and institutional skills, and digital transformation including artificial intelligence in training. On the first day the Commission launched two tools, according to PIB. The UNNATI Capacity Index benchmarks how mature and capable a training institute is, and the National Curriculum Design Framework sets a common approach to course design for Mission Karmayogi training institutes. UNNATI itself, the Unified New-Age National Training Initiative, is a portal launched during Sadhana Saptah in April 2026. The Commission’s releases say it links more than 700 government training institutes and ties their calendars to the competencies that departments list in their capacity building plans.
Jitendra Singh told the workshop that Mission Karmayogi is a shift from a rule-based to a role-based approach, and that training institutions should become centres of excellence. He named three working principles, Tradition, Technology and Tangible Outcomes. Uttar Pradesh’s Chief Minister, Yogi Adityanath, inaugurated the workshop and announced a pilot on the state’s Manav Sampada human resources system. It would put an officer’s competencies, learning records and service profile into one view to inform promotions, transfers and postings. A second-day panel took up AI in government work, with participants raising the cybersecurity and data protection questions that come with it, and the need for human oversight. Cybersecurity training was also the subject of the Reserve Bank’s new training institute near Bhubaneswar, opened on 25 October.
The minister also cited figures on other reforms. He said annual grievance registrations on the central public grievance system, CPGRAMS, rose from around two lakh in 2014 to approximately 25 lakh, and that around 95 to 97 per cent are disposed of in a time-bound manner. These are the minister’s figures as reported by PIB; this article has not checked them against the grievance portal’s own data.
What the numbers count and what comes next
The August reply states that the portal does not capture district-wise information, and the March reply says district-level monitoring of learning performance is not undertaken on the platform. The March reply also lists the checks that do exist: a Monitoring and Evaluation Framework with key performance indicators, and a Cabinet Secretariat Coordination Unit chaired by the Cabinet Secretary.
At Lucknow, both the minister and the Chief Minister said the programme should be judged by what changes in governance, not by the count of certificates or officials trained. The workshop series ends with a fourth regional meeting, which Dainik Jagran English reported as Pune, and the Commission said the outcomes of the Lucknow workshop, together with those from Vijayawada, Guwahati and the final regional workshop, will feed into the Training Institute Transformation Framework it is drafting.
